Ruaraka: Members of Community Action Group write a memorandum to the Clerk of the Nairobi County Assembly to express their displeasure with the 2018/19 budget

Ruaraka Sub-County is among the seventeen sub-Counties of Nairobi County. The Sub-County has five   wards namely Utalii, Mathare North, Baba Dogo Luckysummer and Korogocho. The Sub-County has a population of 192,620 as per the population statistics of 2009 as shown in this table per ward and it is cosmopolitan.

Ruaraka sub-County is represented by Tom Kajwang in the National Assembly. The sub-County is home of over 100 companies two financial institutions, one private University ( KCA)  two colleges; Utalii College and Kenya Power.  The sub-County has one of the biggest informal settlements in Kenya-Korogocho.

On 4/6/2018, Sauti Yetu, held a deliberative meeting with members of the community action group in the sub-county

Objectives

  1. To familiarize themselves with the proposed 2018/2019 Nairobi County budget proposals as they link them to the County Integrated Development Plan;
  2. To generate a memorandum on the proposed budget;
  3. To chart a way forward on collective action.

Participants were taken through the Nairobi County 2018/2019 budget proposal in comparison with the county integrated development plan. After going through the budget,   participants were amazed to learn that the proposed budget had no connection with the county integrated development plan as their views were not taken into consideration or any of the proposed development activities factored into the proposed budget.

Members of the community action for instance noted that during the public participation on the Nairobi integrated development plan (CIDP) of 2018-2022 almost all the wards suggested provision of an ambulance but this was never factored in the 2018/19 budget. Members of the community action group from Mathare North ward had suggested the construction of a one story block at the Mathare North Health Centre but this was never budgeted for in the proposed budget.

After going through the proposed budget against the 2018-2022 Nairobi County Integrated Development Plan, participants unanimously agreed to write a memorandum to the Clerk of the Nairobi County Assembly to express their displeasure on the proposed budget. Participants were able to generate some of the issues which they felt are of concern which include; the budget estimates has little focus on projects which are citizens oriented.

Key details of the memoranda included:

  • Lack of funds set aside as loans for people with disabilities, youth and women economic empowerment;
  • The 30 million shillings set aside for loans is too little for the entire county as this translates to Ksh. 325, 000 per ward; Again accessibility of this fund is not clear;

The members agreed to collect some signatures from community members of goodwill as a backup of the memorandum and they presented the memorandum to the clerk of the County Assembly.

The member of the county assembly (MCA) for this ward is honourable Fredrick Omondi a first time MCA. The ward has neither public primary school nor secondary school. This Nairobi County had proposed to construct a model Early Childhood Development Class in this ward between 2013-2017 periods something that is still a dream.

On the 29th May 2018, Sauti Yetu organized a Focus Group Discussion (FGD) involving community groups trained on the Sauti Yetu toolkit and some community leaders who had initially volunteered to be community action group members. The Focus Group Discussion took place at Bega Kwa Bega Hall in Lucky summer ward.

Objectives

  1. To reconstitute and re-induct community action group members in Luckysummer ward who will follow-up on key issues of concern in the ward;
  2. To prioritize Key developmental issues that emerged from the previous joint community forum which are affecting the community in the Ward and initiate a follow up process mechanisms for resolution.

Participants were taken through the concept of community action (CAG) which then paved way for deliberations on key service delivery needs and priorities in the ward and how the members of the community action group will influence their resolution.

Below are some the key priority issues highlighted by the members of the community action group that needed to be addressed by the duty bearers and the key members of the community action group following the issues.

On the 28th May, 2018 Sauti Yetu organized a Focus Group Discussion (FGD) involving groups trained on the Sauti Yetu toolkit and some community leaders who had initially volunteered to be community action group members with an aim of reconstituting a community action group (CAG) in Baba Dogo ward Ruaraka Sub County Nairobi. The FGD was held at Shalom Church Hall.

Objectives of the Focused Group Discussion:

  1. To reconstitute and re-induct community action group members in Baba Dogo ward who will follow-up on key issues of concern in the ward and,
  2. To prioritize Key developmental issues that emerged from the previous joint community forum which are affecting the community in the Ward and initiate a follow up process mechanisms for resolution.

The focus Group Discussion was interactive with participants getting to reflect on their and those of the immediate duty bearers in the ward.

Participants were taken through the concept of community action group.

Participants also used the platform to deliberate on the current situation of the ward in reference to a report of a joint community forum held in the month of November 2017 and the prioritized projects in the 2018-2022 Nairobi county integrated development plan (CIDP). They highlighted key priority issues that needed to be addressed by the duty bearers and allocated themselves the issues they are to follow up.

The members of the community action group resolved to meet the Ruaraka sub-county administrator on Wednesday the 30/5/2012 for introduction.  The team will also be meeting on a monthly basis to review the progress and status of each service delivery issues that have been identified.

On 26th March, 2018 Sauti Yetu, together with community based organizations based in KAPTEMBWO, organized for a Joint Community forum in KAPTEMBWO ward. The forum was attended by Member of County Assembly Hon. Peter Kajwang, outgoing Ward Administrator Mr. Billy Kiprop, Office Administrator at ward level M/S Belinda, incoming Ward administrator, M/S Beatrice Yegon and Public Health Officer M/S. Winnie Ouko.

Community members present were included representatives from landlord committees, security committees (CPC), women groups, residents association, traders association, village elders and general public. In total the forum was attended by 105 participants 52 Males 53 Females.

Residents of Kaptembwo took time to identify key development issue affecting the community of KAPTEMBWO for planning and implementation. The key priority issues mapped out included:
Insecurity – The entire ward especially Jasho, Gikomba, Pondamali, Market and Sewage villages were experiencing insecurity.    Nyumba Kumi initiative and landlords have not been cooperating well hence the problem

Environment and sanitation – The low areas of Kaptembwo experience storm water, raw sewer and garbage wash offs form upper grounds.  Open defecation is some areas.  Rearing of livestock within residential areas posing a health risk from the animal waste.

Unemployment – Youth are engaging in crime due to unemployment.  The upcoming roads project dubbed “Boresha Barabara”, was anticipated to employ youth in casual labour.  Security lights around Pondamali area not working.  There was rampant vandalism of security lights by criminals

Duty bearer’s response
The MCA, Hon. Peter Kajwang highlighted key policies and legislation that were currently on the floor of the house for consideration which would affect Kaptembwo residents.  Key among them was the revision of county land rates. The outgoing ward administrator Mr. Billy Kiprop used the platform to engage the residents in mapping out key priority issues of concern.  He also introduced the incoming Ward Administrator M/S Beatrice Yegon.

Residents of KAPTEMBWO Ward established a Community Action Committee that will work hand in hand with the duty bearers to track and follow up of resolution of concerns raised by the residents in the areas of above mentioned sectors and other emerging issues, they were select each from each Village of KAPTEMBWO ward, and they were Markay Odiyo, Ephraim Muramba, Peter Kilonzo, John Onyango, Jemima Nduta, Agnes Auma, Flora Anindo, James Alumera, Loise Kige, John Ochieng, George Andele, Jacinta Oteba,Teresia Wanjiru, Ramla Josphat and Patrick Njihia
The KAPTEMBWO ward joint community forum played a significant role of bringing together residents of KAPTEMBWO ward and their immediate duty bearer at the ward level; ward establishment of community action committees to work closely with the immediate duty administrator to deliberate on key issues of concern in the ward for resolution.  The forum paved bearers; ward administrator and Member of the County Assembly for follow up and resolution.

Duty Bearers expressed goodwill and commitment to work closely with the CAG and Kaptembwo residents in general.
